A national mass retailer had already begun signaling that it did not want its supply chain tied to a single country. When tariff pressures on Chinese imports increased, that requirement became immediate. The retailer needed to shift the country of origin across more than 50 items — spanning hardlines and soft goods — without interrupting production or creating gaps in store supply.
Shifting production to a new country requires factory qualification, tooling transfer, audit clearance, and lead time built in before the first shipment can leave. The window to act was short. Production could not stop during the transition.
Test Rite was already operating a China-plus-N sourcing strategy before the tariff pressure peaked. Embedded in manufacturing markets across Greater China, Southeast Asia, and India for nearly five decades, Test Rite maintains a network of 3,000 active manufacturing partners across 14 global hubs, backed by a secondary roster of more than 6,000 pre-vetted facilities. When the diversification ask came, Test Rite could move immediately rather than build from the ground up.
Factory Network Already in Place
Test Rite's sourcing teams match product programs to manufacturing partners based on category fit, production capability, volume capacity, and country-of-origin strategy. A portion of Test Rite's existing factory partners had already established production facilities in Vietnam, Thailand, and Cambodia — transitioning production meant working with a known partner in a new location rather than starting a new factory relationship. For items where existing partners did not have facilities in the target country, Test Rite sourced new factories through its standard qualification process. Both paths were available simultaneously, which allowed the program to move without delay.
Factory Assessment and Qualification
Every factory that entered the program — whether an extension of an existing partner or a newly sourced facility — went through Test Rite's factory assessment and qualification framework before a single unit shipped. The framework covers production capability, quality management, labor and ESG compliance, and commercial stability. Product testing ran in parallel, validating that products met compliance, regulatory, and performance standards independently of the factories that produced them. Speed did not change the standard.
Production Continuity Through the Transition
Transitioning production to a new factory typically takes approximately 6 months from qualification through first shipment. To protect continuity during that window, Test Rite built inventory ahead of the transition on select items and structured lead times to prevent gaps in store supply. Test Rite's in-country teams, including staff based in Vietnam, spent significant time on the ground at factories during the transition. Where machinery or tooling was delayed in customs or shipping, those teams worked directly with factory partners to resolve the issues and minimize schedule impact.
The retailer's supply chain is no longer concentrated in a single country. Today, 26% of the program's sourcing comes from countries outside China — a shift executed without a production stoppage or a gap in store supply. The categories that moved include hardlines such as tools and bath hardware, as well as soft goods, including baskets.
The speed of the transition was possible because Test Rite's factory network across Asia was already qualified and in production before the tariff environment made diversification urgent. When the window was short and the volume was high, the groundwork was already done.
